California Public Utilities Code Section 102161

Until such time as the district begins actual operations, any city, county, or other public agency may render such assistance to the district as it may require, including the performance by officers of the city, county, or public agency as ex officio officers of the district, of the functions of general manager, legal counsel, controller, and treasurer. At any time, any city, county, or other public agency may contract with the district for the performance of services on behalf of the district by the legal counsel, controller or fiscal officer, or treasurer of the city, county, or public agency.
