For purposes of this article, an agent of a licensee may report to such licensee a sale by such agent of a payment instrument issued by the licensee in such of the following ways as the licensee may specify for the agent: (a) By depositing the report in the mail, addressed to the licensee at such address as the licensee may designate for such purpose, with not less than first-class postage charges prepaid; or (b) By delivering the report to the licensee at such place as the licensee may designate for such purpose.
