California Education Code Section 89417

(a) The trustees are authorized to establish an Institute for Central American Studies at California State University, Northridge, with nonpublic funds or with other funds that the California State University, Northridge, is authorized to expend for, and makes available for, this purpose. The primary focus of this research institute will be to support the academic advancement of Central American studies as a discipline and to provide research and education concerning the totality of economic, historical, and cultural relationships among the nations of Central America, California, and Central American immigrants to California. (b) From any moneys it may subsequently receive in grants and donations, the institute shall reimburse the California State University for the full amount of any funds of the university, or the value of any resources supported by the funds of the university, that are expended to establish the institute. (c) An advisory board to the institute may be established only if private funds have been donated to the institute in an amount deemed by the trustees to be sufficient to defray the costs of that board.
