A school district approved for participation in the pilot project may expend the funds from the programs in the alternative and compensatory education cluster to support alternative education settings and compensatory services provided that those settings and services are consistent with the intent of the programs composing the alternative and compensatory education cluster. Participating school districts shall continue to allocate funds in the alternative and compensatory education cluster to schools with the largest number or percentage of pupils in need of alternative and compensatory education.
