(a) Planning shall occur at the regional level for the development of library service programs responsive to the needs of people within each network region. Some or all of these service programs may be supported by the state. (b) It is the intent of the Legislature that the state do all of the following: (1) Reimburse all participating libraries for services provided to Californians who do not constitute their primary clientele. (2) Support the necessary infrastructure enabling the interlibrary resource sharing to occur. (3) Assure equitable access to the rich resources of its many libraries to all Californians.
