California Business And Professions Code Section 19632.6
(a) If the moneys provided for in subdivision (b) of Section 19632.5, including matching funds, are less than the total amount of funds determined as proper for the acquisition and development of a fairgrounds site in the study carried out pursuant to subdivision (a) of Section 1 of Chapter 647 of the Statutes of 1980, commencing on June 30, 1992, and on June 30th annually thereafter, the Controller shall apportion for the fiscal year ending on that date, until that difference is eliminated, 1 percent of the revenues paid to the state, which exceed the revenues paid to the state during the 1983-84 fiscal year, under Article 4 (commencing with Section 6870) from tide and submerged lands and deposit that amount in the special account in the Fair and Exposition Fund created by subdivision (a) of Section 19632.5 for expenditure pursuant to that section. (b) The funds appropriated and allocated in this section are subject to reappropriation or allocation in any fiscal year by the Budget Act for that year; and if the Budget Act for any fiscal year reappropriates or reallocates the funds provided for in this section, the appropriation and allocation in this act shall be inoperative for that fiscal year.
