A record of experience in local government matched my few members of the legal profession from volunteer service to business owner to elected office and government employee. A strong advocate of children and management rights when entrusted with the interests of his neighbors on a school board. He describes those nine years of service as “…one of the most meaningful and productive periods in my life.”

Mr. Horn moved to the other side of the negotiating table just a year later to become a strong and reasonable labor leader. For more than a decade, through innovative negotiations and broad-based changes, the expectations of a battered workforce and a dysfunctional municipal bureaucracy were reformed. Leading a small team comprised of members from labor and management, the previously untouchable subjects, such as “comparable worth” and the productivity life cycle moved from the halls of academia into reality and began to change the lives of ordinary men and women.

In each realm of labor relations Mr.Horn’s efforts and ideas meant success for those he worked for and respect for those who thought themselves at cross-purposes with the public goals of those represented by this local leader.


· PERB, (Public Employees Relations Board) conferences and settlements, as well PERB hearings

· Administrative hearings on the reopening of unemployment benefits decision; on retaliatory acts towards an employee after filing for workers compensation.

· Non-binding arbitration, grievances, dispute resolution, fact-finding and preparation for all of the preceding processes.

· Harassment investigations–from investigation of complaint to settlement of the issues

· Conceived and implemented ‘bifurcated negotiations”separating money issues from laborious language reform in a collective bargaining agreement.

· Proposed and negotiated innovative system of determining the compensation for public school teachers with a “floating” rate, that was dependent upon surrounding districts

· Developed a management-labor “regrade”initiative that reviewed and based decisions on the educational and experiential standards for all civil service titles and the “equitable” placement of these titles in the salary schedule to address gender bias and historical shortcomings.

· Interviewed numerous teacher and administrative candidates, but first, developing an evaluative criteria for each round of interviews

· Negotiated and drafted numerous MOA, (memorandum of agreements) between management and collective bargaining units and MOU (memorandum of understanding between management and appointed personnel, such as administrators.

· Retirement incentives designed and negotiated.

· Nighttime differential and standby compensation schemeswere conceived, negotiated and implemented.

· Developed language meant to ensure sunset provisions were included or not discarded in collective bargaining agreements, thus avoiding implications of the Taylor Law.

· Resolved overtime issues relative to the FLSA
