Fire Protection & Code Consultant
Providing consulting services specializing in the development of fire and life-safety solutions for both the public and the private sectors. Based on more than three decades of fire-service experience, consulting services include expertise in the application and interpretation of the model fire and building codes including the codes and standards published by the National Fire Protection Association. Additional services include plan review, property surveys, emergency planning, hazardous materials classification and compliance reporting and project liaison with fire, building, and environmental agencies. Audits and master planning of fire departments and expert witness services on a variety of fire service health and safety issues complete the scope of services available.

Florin Fire Protection District
Fire Chief
Responsible for fire protection and emergency medical services in a 64-square-mile suburban area of Sacramento County, California, with a rapidly growing and racially diverse population of 72,000. Oversaw 110 employees in six stations with an annual operating budget of $10 million. Previously served as firefighter (1964-67); lieutenant (1967-70); captain (1970-75); battalion chief in charge of the Division of Fire Prevention and Investigation with fire and rescue command responsibilities (1975-77); assistant chief and fire marshal with fire and rescue command responsibilities (1977-81); and deputy chief with responsibility for operations, personnel, purchasing, fire prevention and fire investigations (1981-86).
Achievements
• Coordinated all aspects of design, construction, contract development and financing for two new fire stations, an apparatus repair facility, and an administration building.
• Developed and implemented a fee for service schedule for fire and emergency medical services, permits, plan review and specified inspection services.
• Received the National Fire Academy Executive Fire Officer Program's 1992 Outstanding Research Award for a study on physical fitness in the fire service.
• Oversaw the development and implementation of a Continuous Quality Improvement program for emergency medical services, which has served as a model for other fire service agencies.
• Established a critical incident debriefing program and a confidential employee assistance program for employees and their families.
