Bill is a founding member of BUNDY, GALE & SHIELDS, LLC with more than forty years of industrial loss prevention, process safety management, fire protection and fire and life-safety engineering experience. He has been offering international forensic engineering and litigation support services since 1991. His areas of expertise include fires, explosions, and loss of containment (LOC) incidents involving hazardous materials of all sorts, including flammable liquids and gases, and dust explosions. The focus of his practice is large-loss incidents involving industrial complexes; however he is frequently retained in cases related to product liability matters and contruction defect issues involving commercial and residential occupancies.
Bill received a Masters in Civil Engineering and a PhD in Fire Safety Engineering Science from the University of California, Berkeley. His undergraduate degree major was Chemical Engineering and he is a registered professional engineer in both mechanical engineering and fire protection engineering. Bill was formerly Chief Loss Prevention Engineer for Bechtel in San Francisco. As a Certified Safety Professional (CSP) and Professional Engineer (PE), as well as a Certified Fire and Explosion Investigator (CFEI), Bill is often called upon to opine on matters related to the prevailing standard-of-care with regard to engineering negligence allegations, construction defects and code compliance issues, and product liability actions.
He is also frequently consulted on incidents involving failure analysis, process safety and integrated safety management (PSM/ISM), root cause determination, and assessment of contributing factors. Bill's research work in risk assessment and risk management involving human factors, safety culture, and high reliability organizations, enhances his investigative insight in human and organizational error analysis and issues related to safe operating practices and procedures. Bill has worked on grass-roots mega-projects and major losses all over the world, from Spain to New Zealand and Alaska to Taipei.
