Luis Villegas

L. Carlos Villegas is an associate in the Los Angeles office. His areas of specialization include local government law, labor and employment, litigation and special education and student issues. Mr. Villegas represents school districts in administrative hearings, and in superior court, and has over ten years of experience working with school districts as a teacher, teacher's assistant and volunteer. He is frequently asked to speak to school districts and parent groups on a variety of public governance topics. Mr. Villegas is also a co-founder of the firm's 'Technology Initiative,' which addresses legal issues presented by new technologies in schools. Prior to joining the firm, he was an associate and law clerk with another California education law firm where he worked on education law and public agency issues. During law school, Mr. Villegas worked as a legal intern for the Hale and Dorr Legal Services Center of Harvard Law School in Jamaica Plains, Massachusetts, providing legal services to low-income communities. He also gained practical experience as an intern in the legal department of Universal Pictures International where he helped draft and edit international acquisition, distribution and licensing contracts. Mr. Villegas received his J.D. with a Concentration in Intellectual Property Law and an M.S. in Mass Communication from Boston University in 2004, and also studied at the University of Buenos Aires, School of Law in Argentina. He received his B.A. from the University of California at Los Angeles in 2000. Mr. Villegas has been admitted to practice by the California State Bar and the United States District Court for the Central District of California.
