The Legal Services Corporation was established by Congress in 1974 and receives annual Congressioal appropriations. (The Corporation's FY 2009 appropriations is for just under $400,000,000.) With the exception of funds used for grants oversight and administration, the Corporation uses its appropriations to make grants to organizations throughout the United States and its territories for the purpose of providing civil legal assistance to the poor.
The Corporation's Board of Directors is appointed by the President of the United States, with the advice and consent of the United States Senate. Mr. Fortuno heads up the Corporation's in-house legal department. His practice involves most of the usual in-house work (such as employment law, contracts, advice and counsel on a wide assortment of other legal issues, and litigation management), as well as federal rulemaking and implementation of federal open government statutes (the Freedom of Information Act and the Government in the Sunshine Act).
