Kelly received a Bachelor of Arts degree in Business from Benedictine College, in Atchison, Kansas. She graduated from Washburn University School of Law, where she served as a member of the Washburn Law Journal, as well as a national competing member of the Moot Court Council.
Kelly's practice experience includes the areas of criminal defense, civil rights, constitutional law, employment law, environmental law, and appellate practice.
Kelly has represented public interest groups, such as the Sierra Club, in many environmental matters including coal plant litigation, wetland protection, and waste management.
Kelly is an active member of the Sam A. Crow American Inn of Court, the Kansas Bar Association (KBA), the Topeka Bar Association (TBA), and the Women Attorneys Association of Topeka.
Kelly was inducted into The Order of the Barristers in 2007.
