Biography: John Aubrey Chauncey Cartner was born into a maritime and naval family of New England and the Carolinas. He traces his line to, among others, a merchant and ship-owner in Genoa in the 15th century and several English traders and merchants of the seventeenth through twentieth centuries and Royal and U.S. naval officers. He was the late Congressmen Herbert C. Bonner's (D-NC, Chairman of the House Merchant Marine and Fisheries Committee) principal appointee to the U.S. Merchant Marine Academy in 1965. Following the Academy in 1969, Mr. Cartner served as an officer at sea in Southeast Asian waters on tank and ammunition vessels and later on the Atlantic, Pacific and Indian Oceans on tank and container ships. He was appointed to his first ocean deep draft command in 1976. He founded and chaired for ten years a naval architectural and marine engineering company in Alexandria, Virginia. He served as a Director of the Kings Point Fund and was honored by the Academy in 1984 with the Alumni Outstanding Professional Achievement Award. In 1998, he was honored by the Academy by having a classroom named for him. In 1989, with the Virginia firm he was responsible under contract as a principal for the U.S. Navy's efforts in the EXXON VALDEZ cleanup and under a parallel contract the company operated the Navy's salvage depots in the United States (Stockton, CA; Pearl Harbor, HI; Williamsburg, VA); Yokohama, Bahrain, Livorno and Singapore. Other assignments to the company were in the Antarctic, the Caribbean Sea and elsewhere. He affiliated with the retired Chief Engineer of the U.S. Navy in 1991 and developed a similar consultancy, which had assignments in the United States, Egypt, Singapore, Russia, the United Kingdom, France, Taiwan and elsewhere. He was elected Fellow: Society of Naval Architects and Marine Engineers (U.S.), Royal Institution of Naval Architecture (U.K.), Institute of Marine Engineering, Science and Technology (U.K.). He was chairman of the Society of Marine Consultants for two terms and was a Director of the Marine Forensic Committee of the Society of Naval Architects and Marine Engineers where he was active in the reconstruction of the TITANIC allision and sinking. He served as the Chairman of the Merchant Marine Committee of the Marine Technology Society. He has served on various charitable boards. He is a member of the American Society of Naval Engineers (Life), the Council of American Master Mariners (regular), the Institute of Navigation (UK), the Nautical Institute (MNI, UK), ICHCA (USA) and is an associate of The Honorable Company of Master Mariners (UK), BIMCO, INTERMANAGER, INTERTANKO, INTERCARGO, ICHCA, etc. Mr. Cartner is experienced in federal and state and international (U.K., France, Bahamas) courts and arbitrations on maritime matters. He is a Chartered Engineer (Ch.Eng., U.K.) and Eur. Ing. (Eur.Ing.).
