Where property sold in county tax sale in California was subject to unpaid water district bond issued under the provisions of the Improvement Act of 1911 and the Municipal Improvement Act of 1913 (collectively, '1911 and 1913 Liens'), notice of assessment had been recorded with county recorder, notice identified the land parcels but was not indexed under the property owner's name, the property purchaser took property's title subject to the 1911 and 1913 Liens.
